The City of Starkville is seeking statements of qualifications (SOQ) from qualified engineering firms for the Stark Road and Hospital Road Extension Project. This project will extend two of the City’s primary corridors to improve vehicular circulation, encourage development/redevelopment, provide alternative transportation options and reduce emergency response time. A preliminary engineering purpose and need study has been completed with preferred alignments.
Services for this contract may include but are not limited to:
- Environmental Studies/Permitting for the proposed alignment.
- Field Survey
- Geotechnical Investigation
- Design Engineering
- Landscape Architectural Services
- Right of Way acquisition including maps and deeds.
- Bidding and Construction Administration
Firms or individuals proposing to furnish such professional services should submit a statement of their qualifications including project team qualifications, project approach strategies, and past performance ratings. Proposals will be evaluated and ranked by a consultant selection committee on the basis of the following criteria:
40% Project Team Qualifications – Provide information regarding specifically the project team’s experience with similar projects previously undertaken and experience with the specified project activities to be undertaken, including coordination with MDOT for new roadway intersections. Include the status of each of the identified projects. List all persons to be assigned to the project including but not limited to the project manager and any sub-consultants. Include an organizational chart showing the number, availability and title of staff to be assigned to provide services to this project;
30% Project Approach - Describe the method of approach demonstrating the firm’s understanding of the project, risks, challenges and strategy that will be employed to complete the project on time and under budget;
30% Consultant’s Past Performance – Include past performance on projects completed for The City of Starkville, Golden Triangle Area, or other nearby areas. The City will consider the consultant’s past performance on City of Starkville projects and/or similar projects in awarding this work.
The highest scoring firm will be selected for negotiating a professional services contract. If a satisfactory fee cannot be negotiated with the highest scoring firm, the City has the choice to move to next (highest scored) consultant on the short list after the City has communicated in writing the desire to break negotiations with the previous firm.
All questions shall be submitted in writing to Chris Williams, P.E., by email at . The subject line shall include the project name and the words "Stark Road and Hospital Road Extension Question Submittal". The deadline for questions is December 6, 2023 by 5:00PM, CT.
Recommended statement of qualifications length should not exceed twenty-five (25) pages, not including appendices. All resumes (max. length should be 2 pages per individual), proof of State Licensure requirements, and other information should be included as appendices.
Please submit five (5) duplicate original SOQs along with one (1) electronic copy of a PDF file on a USB Flash Drive in a sealed envelope labeled with:

Bidders have the option of submitting their bids in a sealed envelope or through the City’s electronic submission link at cityofstarkvilleplans.org.
The City reserves the right to reject any and all proposals and to waive any informality in the proposal accepted. Sealed Statements of Qualifications will be received until 10:00 a.m., Thursday, December 14, 2023. SOQs will be opened at 10:00 a.m., December 14, 2023, at City Clerk’s Conference Room, 110 West Main Street, Starkville, MS 39759.
