The City of Starkville is seeking statements of qualifications (SOQs) from qualified engineering firms for the development of the City of Starkville Safe Streets for All (SS4A) Action Plan. The goal of an Action Plan is to develop a holistic, well-defined strategy to prevent roadway fatalities and serious injuries for all users including motorists, pedestrian, cycling, and public transit users. The action plan should take into consideration the City’s Comprehensive plan, the Unified Development Code, the Regional Transportation Study, and the City’s Bike and Pedestrian Master Plan.
Services to be included in the action plan development for this contract will include but are not limited to:
- Safety Analysis of the existing conditions and historical trends that provides a baseline level of crashes involving fatalities and serious injuries across the City and Mississippi State University.
- Assistance with Public Engagement and Collaboration with the public and relevant stakeholders.
- Equity Considerations developed through a plan using inclusive and representative processes.
- Policy and Process Review that will provide an assessment of the current policies, plans, guidelines, and/or standards to identify opportunities for improvements to and prioritize transportation safety processes.
- Project Selections that identify a comprehensive set of projects and strategies, which are to be shaped by data, and the best available evidence and noteworthy practices, as well as stakeholder input and equity considerations. The projects are to address the safety issues identified in the Safety Analysis and Public Engagement processes.
Once the Action Plan has been approved, a separate contract will be awarded through another RFQ process for any implementation projects identified in the plan.
Firms or individuals proposing to furnish such professional services should submit a statement of their qualifications, experience with similar projects and capacity for performance. Proposals will be evaluated and ranked by a consultant selection committee on the basis of the following criteria:
30% Qualifications of Project Team – List of qualifications of all persons to be assigned to project including any sub-consultants, identify the project manager, provide an organizational chart;
30% Experience – Information regarding the firm’s experience with similar projects previously undertaken, experience with the specified project activities to be undertaken, including previous planning initiatives with public engagement.
20% Capacity for Performance – Identify the number, availability and title of staff to be assigned to provide services as well as each staff person’s familiarity with this type of project;
20% Consultant’s Ratings and/or Past Performance – The City will consider the past performance of consultants on City of Starkville projects and/or similar projects in the Golden Triangle Region in awarding this work.
The highest scoring firm will be selected for negotiating a professional services contract. If a satisfactory fee cannot be negotiated with the highest scoring firm, the City has the choice to move to next (highest scored) consultant on the short list after the City has communicated in writing the desire to break negotiations with the previous firm.

Recommended statement of qualifications length should not exceed twenty-five (25) pages. All resumes (max. length should be 2 pages per individual), proof of State Licensure requirements, and other information should be included as appendices.

Bidders have the option of submitting their bids in a sealed envelope or through the City’s electronic submission link at cityofstarkvilleplans.org.
The City reserves the right to reject any and all proposals and to waive any informality in the proposal accepted. Sealed Statements of Qualifications will be received until 10:00 a.m., Wednesday, June 22, 2023. SOQs will be opened at 10:00 a.m., June 22, 2023, at City Clerk’s Conference Room, 110 West Main Street, Starkville, MS 39759.
