City Clerk
The Department of Finance and Administration is the office of the Director of Finance/City Clerk. Appointed by the Mayor and Board of Alderman, the Clerk is the custodian of the City’s Official Seal and responsibility as record keeper of the Official Minutes of the Mayor and Board of Alderman, City Ordinances and all public records relating to City Government. The Department is the “Financial Hub of the City” which oversees the collections of all City funds and the administrator of the City’s Municipal Budget.

TAX COLLECTION
The City of Starkville currently has an agreement with Oktibbeha County to collect all City taxes. Tax sale for unpaid taxes is held on the 4th Monday of August each year. Please contact us for any additional information needed. link (Oktibbeha County Tax Assessor)
VOTER REGISTRATION AND MUNICIPAL ELECTIONS
Municipal Elections for Mayor and Board of Aldermen will be held in 2021. The Qualifying Period begins Monday, January 4, 2021 and ends at 5 p.m. Friday, February 5, 2021.

The Municipal Primary Election will be held Tuesday, April 6, 2021 and the Municipal General Election will be held Tuesday, June 8, 2021.
General Qualifications for Office
All candidates must meet the following requirements to qualify for office:
•Qualified elector (registered voter) of the State of Mississippi and in the municipality/ward of the office for which the candidate seeks election. Miss. Const. of 1890, Article XII, § 250.
•Resident of the municipality that he or she seeks to represent for two (2) years immediately preceding the day of the election. Miss. Code Ann. § 23-15-300. The members of the Board of Aldermen shall be qualified electors (registered voters) of the municipality and, the Aldermen elected from and by wards shall be residents of their respective wards. Miss. Code Ann. § 21-3-9.
•Never have been convicted of bribery, perjury or other infamous crime, being defined as a crime punishable by a minimum of one (1) year confinement in the state penitentiary, unless pardoned for the offense. Miss. Const. of 1890, Article IV, § 44.
•Never have been convicted of a felony in a court of this state or, of a felony in a federal court, or of a crime in the court of another state which is a felony under the laws of this state, on or after December 8, 1992; excluding, however, a conviction of manslaughter or a violation of the United States Internal Revenue Code or any violation of the tax laws of this state, unless the offense also involved the misuse or abuse of an office or money coming into a candidate’s hands by virtue of an office. Miss. Const. of 1890, Article IV, § 44.
PRIVILEGE LICENSES
All businesses (for profit) located within the city of Starkville must secure a Privilege License prior to opening a business. Annual renews are due during the month the business is opened. Notice of renewal is provided.

ACCOUNTS PAYABLE AND RECEIVABLE
All invoices or claims incurred by the city are paid from this office. Claims are approved by the Board of Alderman on the first (1st) and third (3rd) Tuesday of each month. The office collects and/or bills for all funds due to the city.

EXTERNAL CONTRIBUTIONS
These are the contributions that are to be considered by the Mayor and Board of Aldermen during the municipal budget preparation process for the upcoming fiscal year. These requirements are extracted for conveniences from City Ordinances 1988-4 and 1991-1. A complete copy of these ordinances maybe obtained, for a minimal fee, upon request.
External contributions made by the City of Starkville are controlled by State and local law. The Mayor and Board of Aldermen make such contributions based upon their assessment of what is in the best interest of the needs and desires of the citizens and the City.Requirements and Form
