Code Updates

The Unified Development Code was adopted in December of 2019. As the document has been used, staff has identified several sections that need to be amended. These amendments include but are not limited to: removing conflicting text, grammatical errors, numbering errors, update to the development standards chart, update to the use standards chart, clarifying requirements, and modifying requirements. The sections affected by this update include but are not limited to: Sections 1, 3, 4, ,5 ,6, 7, 8, 9, 10, 13, 14, 15, 16, 17, and 18. In addition to the changes, the electronic version of the Unified Development Code will be made more user friendly by adding searchable charts. 

The Technical Codes were adopted in June of 2012. The City currently uses the 2011 National Electric Code, 2012 International Building, Residential, Fire, Mechanical, Plumbing, Fuel Gas, Property Maintenance, and Swimming Pool and Spa code. The update of the Technical Codes would be to the 2020 National Electric Code, 2021 International Building, Residential, Fire, Mechanical, Plumbing, Fuel Gas, Property Maintenance, and Swimming Pool and Spa code with staff recommended amendments. Staff is also proposing the adoption of two additional codes as part of the update. The two additional codes are the 2021 edition of the International Existing Building Code and the 2017 edition of the ICC Accessible and Usable Buildings and Facilities. 

Two Public Hearings were noticed in Starkville Daily News on Sunday February 28, 2021 and Sunday March 14, 2021. The Third Public Hearing was noticed in Starkville Daily News on Sunday April 4, 2021.

About the Planning Department

The City of Starkville’s Planning Department reviews and makes recommendations on development projects within the city, enforces the city’s zoning ordinances, provides administrative and technical support to the Planning & Zoning Commission, the Board of Adjustments & Appeals, the Historic Preservation Commission, Landscape Advisory Board, and assists the general public and developers with zoning questions.

Apply Online, Pay Fees, and Track the Status of an Application

The City of Starkville is now using MyGov for all Building Department and Planning Department applications. The online interface allows applicants to submit applications, pay fees, and track the status of the application throughout the approval process.   • Click "Become a Collaborator"
  • Type in the required information
  • Click the checkbox once you have read and agreed to the Terms of Service

  • Complete the information on your Contact Record
  • Click “Save Contact”
  • Click the checkbox by "City of Starkville, MS"
  • Click “Send Request”
  • Check your email for a message validating your email address
  • Click the “Validate Email” button in the email
  • Check your email for a response to the request
  • Click “Collaborator Login” to login

Making an Application

  • Login with as a Collaborator with your email address and password
  • Click on Permit & Inspections icon
  • Click “View all permits”
  • Click on the application you would like to submit
